The National Transformation Program aims to develop the necessary infrastructure and create an environment that enables the public, private and non-profit sectors to achieve the Kingdom’s Vision 2030. This will be accomplished by achieving governmental operational excellence, supporting digital transformation, enabling the private sector, developing economic partnerships, and promoting social development, in addition to ensuring the sustainability of vital resources.
The National Transformation Program was launched in 2016 to achieve governmental operational excellence and establish the necessary infrastructure to improve economic enablers and raise the standard of living through its eight strategic themes. These include transforming healthcare, improving living standards & safety, ensuring the sustainability of vital resources, social empowerment and non-profit sector development, achieving governmental operational excellence, improving labor market accessibility and attractiveness, enabling the private sector and developing the tourism and national heritage sectors.
In the first phase (2016-2020), the program contributed to many important accomplishments including but not limited to:
Improving the regulatory framework and services provided to citizens such as judicial services, transforming healthcare, enhancing the urban landscape, developing the Kingdom's infrastructure, including the construction of sea water desalination plants and their associated networks, improving the ease of doing business, expanding digital transformation and technical solutions, regulating the labor market, empowering women and increasing their participation in the workforce, developing the non-profit sector, and developing the tourism sector.
In the next stage (2021-2025), the program will continue developing the required infrastructure, enhancing social development, ensuring the sustainability of vital resources, achieving governmental operational excellence, supporting digital transformation and increasing the attractiveness of the labor market in order to create an environment that enables the public and private sectors to achieve Saudi Vision 2030. The program will also deliver the strategic objectives that were previously assigned to the National Companies Promotion Program and Strategic Partnership Program by contributing to the development of the private sector and developing economic partnerships. It is important to note that several strategic objectives have been transferred from and to existing or new programs.

Decreased the number of traffic accident fatalities per 100 thousand population from 2016 to 2020 by 53%
Increased Saudi female's economic participation rate, reaching 33.5% by the end of 2020.
Planted more than 3.65 million local trees inside and outside cities.
Achieved the highest production capacity of desalinated water globally, by production volume estimated at 5.9 million m3 per day
Adopted the volunteering system and launched the National Volunteer Portal, which contributed to reaching over 409,000 volunteers.
Launched “Invest Saudi” and issued 1,278 foreign investment licenses.
Saudi Arabia has achieved the largest food storage in the Middle East.
